Governor of Hongkong.

Your telegram 3rd June His Majesty's Government observe that essential requirements of Shameen can be supplied by
service half weekly and that justification of daily service
While His Majesty's
rests on political considerations. Government are not prepared to assume responsibility for the whole of the nett losses occasioned by daily service they make the following offer in the hope of reaching a settlement
satisfactory to all parties begins:
(1) His Majesty's Government are prepared to leave it to your discretion to decide whether a daily service should be maintained or whether a reduced service should be substituted.
In the event of a service 2 days a week His Majesty's Government would be prepared to bear the whole of the nett

losses.
(3) If however service maintained for more than 2 days a week nett losses to be apportioned on the following basis. His Majesty's Government will bear proportion equivalent to 100% for days a week and 25% for remainder, balance to be shared between Companies and Hongkong Government in proportion
of Bay 2 to K.
(4) For this purpose nett losses to be calculated (a) on Shameen service alone, (b) after deduction of all recurrent charges which Companies would have been compelled to meet had
service been discontinued,
